Detailed Report
A petition has been filed in the Sindh High Court challenging an e-challan issued to a public transport bus in Karachi and questioning the accuracy of the city’s electronic traffic enforcement system.
The petition was filed by Bus Owners Association President Farooq Ahmed through his counsel. The Secretary Transport, the Regional Transport Authority (RTA), the Deputy Inspector General (DIG) Traffic and other officials have been named as respondents in the case.
According to the petitioner, the bus manufactured by the company is equipped with a speed limiter that restricts its maximum speed to 120 kilometres per hour. The petitioner stated that the vehicle cannot exceed this limit under any circumstances.
However, a camera installed under the city’s e-challan system reportedly recorded the bus travelling at 160 kilometres per hour during operation and issued a traffic challan on that basis.
The petition argues that the incident raises serious concerns about the reliability and accuracy of the cameras and the vehicle speed monitoring system installed in the city.
The petitioner requested the court to order a complete technical examination of the cameras and the tracking system used to monitor vehicle speeds through independent experts. The court has also been asked to cancel heavy fines issued through the system and initiate action against those responsible if any fault is found.
The petitioner further requested that the court suspend the e-challan until a final decision is made in the case. A two-member bench headed by Justice Adnan Iqbal Memon issued notices to the respondents and adjourned the hearing until April 6.
