Sindh Launches Probe Into Massive Fake Matric Certificate Scam

The Sindh government has formed a high-level committee to investigate what it described as a serious scandal involving the issuance of fake matriculation certificates and examination irregularities at the Board of Intermediate and Secondary Education (BISE) Mirpurkhas.
The issue surfaced after the arrest of several junior officials. According to police, the officials revealed that certain board employees allegedly issued thousands of fake matriculation certificates between 2021 and 2025.
These certificates were reportedly provided to various individuals, including Afghan nationals, to help them meet requirements for obtaining computerized national identity cards and domiciles.
Sindh Minister for Universities and Boards, Muhammad Ismail Rahu, took notice of the reports and ordered the formation of an inquiry committee.
According to an official notification, a three-member committee has been directed to complete its investigation within one month, identify those responsible, and submit a report.
Under its terms of reference, the committee will conduct a comprehensive inquiry into allegations reported by the Anti-Corruption Establishment in Mirpurkhas. It will review the examination system, record management, and any suspected manipulation or malpractice.
The committee will also determine how the irregularities occurred, assign responsibility to officials involved in misconduct, negligence, or corruption, and identify systemic weaknesses. It will recommend corrective measures and suggest disciplinary or legal action against those found responsible.
The notification states that the committee may seek assistance from any officer or technical expert if needed. All relevant officials and the board are required to fully cooperate and provide necessary records and documents.
Meanwhile, two key officials have been suspended based on Anti-Corruption Establishment investigations and registered FIRs. These include Information Technology Manager Azam Khan and Superintendent (HSC Secretariat) Muhammad Shahid.
BISE Mirpurkhas Controller of Examinations Anwar Aleem Khanzada had already been suspended earlier for alleged involvement in the case.
Minister Rahu said that corruption, forgery, and violations of merit in educational institutions will not be tolerated. He added that the committee has full authority to uncover the facts, identify system flaws, and ensure strict legal and departmental action.
He further stated that any additional officials found involved during the investigation will also face strict action without discrimination, with the aim of restoring credibility and transparency in the education system.
